How to open Airport Utilities app?

I was told to download AirPort Utilities so it would show me how to set up my wifi because I don't have an apple device. I went through the process of downloading iTunes and downloading the app I needed only to find out that the thing doesn't even open. I have Windows 8 and I downloaded the correct one. But it doesn't even give me an option to open the app no matter how many times I click on the thing. I'm about to rip my hair out of my head. What do I do?!
