Using iCloud on my new iPhone 5s, I accidentally selected “Erase all content and settings” from my old iPhone 4. My iPhone 4 has not been turned on since I made the accidental "erase all" selection. Is there anyway to undo this? I'd rather not lose all of my data, especially photos.
In Icloud you have access to all of your devices. Hence why I was very specific to the fact that I erased all of the content from an old iphone that was turned off... and has not been turned back on since I made the error.

What?
Erase all content and settings erases the iPhone you run it on.
If you selected Erase all content and settings on the iPhone 5, you erased the iphone 5.

Yes, that's right. And if you choose to remote wipe one iPhone, then only that particular iPhone is affected. Whether your use icloud.com or Find My iPhone app on another iOS device, or if you manually access the Settings on the iPhone, when you wipe the data off of one iOS device (via Remote Wipe or Erase All Content & Settings), it only affects that one, individual device. Period.
There is a simple way.
1. Turn off wifi and bluetooth on your iOS device.
2. Connect with a Mac via USB cable.
3. Open Image Capture.
4. Select all images in your iOS device.
5. Delete the images.
6. Open Photos in some other device and check, all your iCloud pix should be there.
You can't 'undo' it. The only thing you can do is restore the most recent backup after it finishes wiping itself.
Erase All Content & Settings only affects that specific device, not any other device.
You can erase content from any/all of your devices once in icloud.
