In what way? Are you locked out from misentry of a passcode? Will it not restore due to having Find My turned on?

I am trying to restore IPad from a backup

How about providing a little more info for us to work with? What exactly is the problem, what have you tried and what error messages have you received?

steps I have:
restart IPad, reset IPad, and tryed a known good network connection
airer message:
quotation mark Your IPad cannot be restored because there is a problem with your backup data period Choose a different backup to restore from period quotation mark
I was trying to recover lost data, that's what I was doing
and I think that what went wrong was
it lost connection to the Icloud server and the battery is at 2%
i restored mine true itunes of corsse you need ancount, when you plug your ipad, right click on ipad click back up, all your inf. will be saved on your pc,then when ready right click restore back up thats what i did w' my iphone 5 and my ipad 3gen.
That type of message can be for several reasons, the backup was corrupted, the iOS versions are not matching correctly, or the data transmission caused errors.
You can restore content the hard way by redownloading your apps and music from the app store and iTunes by clicking Purchases and just download again. Things like photos need to be in PhotoStream so you can pick them up from another synced source.
well before you do anything else plug your iPad in and let it charge for at least a few hours.
