My iPhone 5c will not download any apps I'm running 7.0.4 it won't update to 7.1

I cannot download any apps it just says waiting I've tried resetting my network setting and all my settings my computer is broken so I can't use it to connect to iTunes. I can't update to 7.1. I cannot download apps with wifi I've tried rebooting it, and I've also tried to log out of my Apple ID someone please help me if you can
