Link two phone numbers with one Apple ID for use with FaceTime and iMessage

I have an iphone and an ipad (wifi + cellular). My iPhone number and Apple ID are linked to iMessage and FaceTime both devices. The cellular number associated with the ipad can't be used to make calls, however it can send and receive text messages. Is it possible to link that number to both devices as well?

Since the iPad is not a cell phone, it will use your Apple ID email as the facetime/imessage address. The "phone number" on the ipad is to allow it to connect to your carrier's network only.
