Can I use find my phone to find other family members devices if they have separate Apple ID
Can I use my find my phone on my iphone or iPad to find other family members I phones if they have their own apple id's etc?

If they have Settings > iCloud > Find My iPhone enabled on their phones and you know the id that it's linked to and the account's password then you can use the Find My iPhone app on another device to try and locate them.
