Can't you restore without iTunes? As long as you have the SIM card in and itune account details with the iPhone connected to wifi for activation?
What about through iCloud backup?

Depends what you mean by "restore". To restore iOS software requires iTunes. To merely erase your phone, you can: Settings>General>Reset>Erase All Content & Settings...no computer required. However, this does not restore the iOS software. You can then restore the phone from an iCloud backup, if such exists, again, no computer required.
