Contact the previous owner and get them to remove the lock.

You are speaking to people who volunteer to help other people with technical problems.
You are also not hurting Apple by throwing your phone out of the window, you are hurting yourself.
You paid to a thief and unless you can return phone you need to contact police and report him.

People who refuse to help you unlock a phone are sometimes criminals who stole the phone. By selling the phone forward police may think you are part of the theft ring.
Apple puts this lock into place to prevent theft ... as more people learn that they cannot sell a phone that is not theirs to sell, theft may go down.
Do not blame Apple for protecting devices.
