Working with one of our employees that received a new ipad when she moved to another department in our county education office.
She has some music (she owns the CD's, not from iTunes) that she uses with some of her students. This music is under her old Apple ID on her laptop. How can I associate this personally owned music with her new Apple ID to get it transferred to her new iPad?

You don't do it like that. She keeps her Apple ID and she can keep her laptop too. She just lets her iPad use the same Apple ID. One Apple ID can be used on up to 5 devices at the same time.
But she moved from one department to another. For purchasing of apps, she had to take a new Apple ID. She went from one team (with 5 devices on that ID) to another team (she is first on that new team). Or are you saying to use (2) Apple ID's on that iPad?
