Hi am I right in saying that there is currently no way of being able to upload pdfs to websites from the ipad2 or iphone5 on safari or iCAB? Without regrettably having to jailbreak?!

You should be able to do that in iCab Mobile. In the iCab Settings go to Network> Uploads> Via iCab Mobile. I am using the most recent updated version of iCab and the settings icon is the gear icon in the upper right corner.
Have you tried that in iCab?

Great thanks for info, works for some websites but not all unfortunately. Kind of a pain when applying for jobs. Hope Apple can fix this.
iCab support even states that it will not work on all sites, but for now, it's the only alternative that I know of.
You also might look into iUploader.
