I did purchase an iPhone 5 second hand
After resetting the phone the details of the previous was ask in order the activate the phone
So I did ring the person to arrange any to activate the phone but won't talk to me what can I do

Not much. Demand your money back. Or just recognize that you got scammed. The person you bought the device from probably stole the device, sold it to you to make a few bucks and you are out the money. Other than that you have a brick.
You need to contact the the original owner or get their AppleID/password.
If you do not have this, the iPhone is useless. There is nothing you can do.
