After upgrading to iOS7.1, the sleep button is non responsive most of the time. I have restored a backup to the phone and reset all settings and it is still non responsive. Have not had any issue until this last upgrade. Any suggestions?

It sounds like your Sleep/Wake button is not functioning correctly. Since you have restored from a backup and the issue persisted, I would next try restoring it as new and testing the function of the button again:

Thanks sterling r. I restored as new then restored a backup. The sleep button worked at first but has since been non responsive. I am not sure what else to try.
