iPhone 5s, iOS 7.1
it means you have set the itunes country region to a country where you are not located. To fix this change the country back to where you are and have valid credit card details and billing address
To change your iTunes Store country, sign in to the account for the iTunes Store region you would like to use, tap Settings/iTunes & App Store/Apple ID/View Apple ID/Country/Region
