Try resetting it:

Press the Sleep/Wake button & Home button at the same time, keep pressing until you see the Apple logo, then release.

I Have the same issue with you. And it happens again and again. I have to press the home button and lock screen button. I'm currently on iOS 9.2.1. how to fix this? I have enough to deal with this. Is annoying.
