How do i re-enable my apple ID so i can purchase stuff

When i am on the app store i try to buy an app

Or anything at all and it says my account ID has been

Disabled i tried reseting my password bit it didn't work or signing in and out

Anyone got any other solutions?

iPhone 3GS, iOS 7.1
