I have an i phone 4 ios 7.1 and it`s already out of contract.I want to use it overseas and my carrier does`nt offer an unlocking. is there an any option to unlock my i phone 4? any suggestion will be appreciated. thank you in advance. God Bless!

No. Only the carrier to which it's locked can unlock it.
You still can use it with international roaming through your carrier.

You can... but I can't say cause it's illegal. Unlocking phones not from its carriers is illegal, I believe.
I've read people trying to convince carriers to do that like I'm going to purchase another phone and would like to unlock that one.

Unlocking by hacking methods or jailbreaking alluded to bu Droid101 are both illegal and problematic. They are impermanent - updating or restoring the phone re-locks it to the original carrier and can lead to instability and security vulnerability.

my phones carrier is softbank from japan. and yes, it will costs a lot of money if i used it overseas via international roaming...đ
Softbank will not unlock phones.
