Ipad 3 with apple charger not responding to charge up

Ipad 3 32GB 10 months old minimal use.

Updated with all latest Applie IOS

went flat in use

On charger ( Apple 12 W tested OK with Apple cable also tested)

overnight, no charge apparent.

will not power off or go into reset when off on on the charger.

On screen I intermittently get the battery symbol with three thin red lines. If I unplug I get the additional symbol of a cable and pulg.

Left on charger in this state for a furtehr 3 hours and there is no difference.

Read the hints from community posts ad tried all the solutions except recovery mode

This may be "normal behaviour"in terms of the device and manuals but it is frustratingly unacceptable and apparnetly not responding to the standard steps.
ANy clues on what I as a non Apple manufactured human an m doing wrong here, or is it the machine ? ( yes I get that it usually is the human)
