It can be a CD, DVD, or a firewire connected hard drive. One other possibility would be to use firewire target disk mode with another Mac. Unlike modern Macs you can not install directly from the internet.

There still may (or not) be a way to get a generic replacement install DVD for Tiger 10.4 or Leopard 10.5 from one of the AppleCare or AppleSupport contact numbers I've posted to the above thread, there would be a low fee per disc set; the product may be hard to get (again) but if you don't ask, that's another story.
