Ipad mini lag

Ever since ios 7.0.6 my ipad mini has lagged in animations, web pages, loading times and responsiveness. I have also found that it is freezing alot more than it used to on ios 7.1.

I have tried restores but that has not helped.

Does anyone else have this problem?

iPad mini Wi-Fi, iOS 7.1
