Debit card issue with Appstore?

I cannot seem to register my debit card to my account. It says that payment is not valid. My debit card is POSB platinum which should have master card functions. How do i resolve this now?

MacBook Pro with Retina display, iOS 7.1

Debit cards which you buy from a local store are not acceptable forms of payment. They never have been.
