ICloud control panel says valid Apple ID but won't let me set up ICloud

I have downloaded ICloud software and when I go to the ICloud control panel, it won't let me go any further to set up ICloud. It says my ID is a Valid Apple ID but not a ICloud ID. I have Windows 8.1 installed on a very new laptop.
