Cannot slide to open. Touchscreen not working proper

After charging my iPad when it turns on the touch screen doesn't work properly. You cannot slide to open. A black outline appears around the slide to unlock and you must keep tapping inside the outline before it moves on. His happens for everything you try to touch. I have turned power off and back on, have held the wake and power buttons down for the apple logo to pop back up, but it still does not slide properly. Help??!

I think that you might have VoiceOver turned on if you have to double tap everything to get things to work.

If VoiceOver is on and you want to turn it off from the device instead of from iTunes, remember that a double-tap acts like a single tap and you need to use three fingers to scroll when VoiceOver is on:


Press Home.

Tap Settings. Then double-tap Settings.

Tap General. Then double-tap General.

Use three fingers on the screen to scroll to Accessibility.

Tap Accessibility. Then double-tap Accessibility.

Tap VoiceOver. Then double-tap VoiceOver.

Tap "On" next to VoiceOver. Then double-tap "On" to turn it off.
