Despite Resetting my password multiple times, Iphone states disabled. On my laptop, no problem

So how do we facilitate downloads from I tunes when continuously account is noted to be disabled? and yes, I have changed my password 3 times and can access the account on line.

iPhone 5, iOS 7.1
