Why is iCloud bookmark syncing one way?

I successfully acquired a new iPad and installed iCloud control panel on my Win PC to get a long list of IE bookmarks synced onto the iPad. But now I can't seem to delete or reorganize the bookmarks on IE. When I do, they momentarily dissappear only to get re-added presumeably via iCloud.


Can someone kindly point me to an explaination of how Apple intended this to work. It appears that bookmark syncing is a "write only" process to me. Once something is added it can't be deleted and re-synced to other devices, at least from the PC IE side. I would really like the PC desktop to be my "main" device with respenct to bookmarks.
