This sounds like iTunes may not be directed to where your music library is located. Here are the steps that will walk you through directing iTunes to the imported iTunes library.
Interesting. My iPad and phone don't have the cloud but my Mac still does. Did what was suggested.
If the item is actually on your device, it will not have the cloud symbol.
On iPad/iPhone, to see items in cloud but not on actually sync'd to device , Settings > Music - Show all Music.
Setting > Videos - Show all videos.
