Disk utility problem with Safari

I've got a MacBook Pro and am running 10.9.2. About two months ago, I started having problems with Safari.


At first, certain pages would crash expectedly. Not soon after, however, I started to get a message in Safari > Preference > Security that read: "The Google Safe Browsing Service is Unavailable. No updates have occurred in ___ days." After flipping through the forums and trying a bunch of things (including a clean wipe), this issue went away for a few weeks, but has now returned.


I am also noticing now in my Disk Utility that my permissions differ in Applications/Safari.app. When I try to repair permissions, this problem is still there when I verify the disk permissions afterwards.


Does anyone have any idea of what is going on with my Mac? Any input is appreciated.
