Some newer computers (especially laptops) with USB 3.0 ports seem to have a "feature" that turns OFF full power to the USB port when the connected storage device is no longer mounted by the system. An iPod is a storage device. After syncing is completed, iTunes automatically upmounts the iPod's disk from the system, which causes full power to be turned OFF to the iPod's USB port. And the iPod's battery does not charge.

If this is the problem here, and the iPod still appears in iTunes when connected, you can try this test. Select the iPod in iTunes, to show its Summary screen. There is a setting there for Enable disk use. Check that box and Apply. This setting keeps the iPod's disk mounted continuously, while connected. iTunes does not unmount the iPod's disk after syncing. Therefore, the port continues to have full power, and the iPod charges.

If this works, you can continue to use the iPod that way. NOTE: When disk use is enabled, you need to eject the iPod in iTunes before disconnecting. The Eject button is next to the iPod's name (to the right).

You can look for a setting in the computer's Control Panel preferences, to see if there is a way to disable this "energy saver" feature, to keep full power on USB port all the time. If you can, you can uncheck Enable disk use for the iPod.
