I no longer am given the option to start, shut down or Hibernate. I showed the screen one time recently but every time since I am not given a option the mac just goes to a hibernate mode.

I find that now (OS 10.9.2) it is tricky to get the shutdown/restart dialog - it just wants to go to sleep.
Yes that is what I meant. I also just discovered that i can turn it off in the tool bar. Is there any way to change it so the button works the same again ?
By "tool bar" you mean Apple menu? Yes, that is a standard way to do it - maybe the most popular. As for the power button, I don't think that can be changed - except by lobbying Apple here:
