Find My Phone can't be turned off unless your Apple ID/Password is known. However, Find My Phone requires an Internet connection. If the sim card is removed, & no WiFi access, the phone can't be tracked.

To erase the phone, they'll first need to turn Find My Phone off.

You can do nothing if it's not online. With a passcode and iOS 7.1 (there is no 7.2) the device is uselss because it cannot be erased except by you.

Well, they won't be able to do that, as the phone cannot be restored, even using DFU mode or Find My Phone turned off without knowing your Apple ID/Password.

That can't be done without your Apple ID and password. If a DFU restore could circumvent this, then it would not be decent security.

All they can do is stare at the phone, or post a question here: "My grandma just died, left me her 5S, I don't know her Apple ID/Password, & it was never written down anywhere, very important we get her family pictures & last voice recordings.
