Why won't it let me enter my credit card as payment method? Says it is declined and there was an error with a previous purchase? How to fix?

I want to download apps. There is a message that says I need to sign in and confirm my payment method, when I put in all of the billing info another error message comes up saying that this payment method has been declined and I have to pick a new one, but I have no other method...
