If your desktop images appear too zoomed in on your iPad running iOS 7, you may want to try turning on Reduce Motion as outlined in the following article (apologies if you have already done so):

Apr 16, 2014 11:35 AM in response to mcandreby MichelPM,WIth reduced motion on, you should be able to use two finger pinch to zoom the image in or out.
I have a large, high res image as a wallpaper and the two finger pinch to zoom in or out should work to get the image to look the way you want it took look.
Have you tried zooming out the image?
Maybe the image is just too large?

Rumor had it that the "Perspective Zoom" on or off feature when setting a wallpaper would fix this, but it barely did anything. With reduce motion on and perspective zoom turned off, your wallpaper will still be annoyingly zoomed in, even if you try to zoom out, it just snaps back into its zoomed in state. I posted a question about this same problem but from the results that had... I am pretty sure it is still a bug apple hasn't fixed. It has to do with the parallax feature.
All we can do is wait for another update from Apple.
