How do I disable the passcode feature?

Unfortunately, there is no way to specifically prevent someone from going to that menu. When you offer these iPads for public use, what's the idea? Do you want people to stay within a specific app, or just let them roam around on it? You may look into Guided Access.

Correct, Guided Access will lock it in a single app.

Yes, guided access would restrict the user to that one app at a time on the device.

I am totally unfamiliar with profiles on iOS devices, but there has to be a way to configure a profile on the devices that would prevent users from settings passcodes. If memory serves, demonstrator devices in retail stores do not have the setting to even enter a passcode on the store models, so there has to be a way to do this.

I know nothing about this but have you looked at Apple Configurator?

Nope, that's not it. But I'll bet it's this:

Prepare > Settings > + (underneath "Profiles") > Create New Profile.

Perhaps iPhone Configuration Utility may be of help? Not as many features as Apple Configurator but it's free and afvailable for Windows.
