i bought an ipod touch that had a locked apple id and i cant unlock it becuase i dont have any information about this account, so can i change id's while it is locked?

Apparently the iPod has IOS-7. In that case, you MUST obtain the previous owner's ID and password. Otherwise, you own a small flat brick.
