My iPhone 4 fails to update IOS from 6 to 7.1, An unknown error occurred (3014)

I finally got around to trying to update my wife's iPhone 4 from IOS 6 to 7.1. The update fails with The iPhone could not be updated, an unknown error occurred (3014). I tried all the suggested network diagnostics. I can ping gs.apple.com. My other iphone updates fine from the same computer. What else should I try?

iPhone 3G, iOS 6.1.6

Well, 3014 states:

Resolve communication issues

Related errors: 17, 1004, 1013, 1638, 3014, 3194, 3000, 3002, 3004, 3013, 3014, 3015, 3194, or 3200. These alerts refer to gs.apple.com, say "There was a problem downloading the software," or say the "device isn't eligible for the requested build."

Check the hosts file or TCP/IP filtering, which might cause communication issues between iTunes, ports, and servers.

Make sure you temporarily disable any firewall or antivirus software and try to update again.
