"Import playlist" does not show up under library tab

I plugged my ipod in, saved a playlist from it to my desktop, and I want to import it into iTunes. I am not trying to import any songs, just the song list. I saved it as xml and m3u. Drag and drop doesn't work either. The xml won't work at all and the m3u just creates a playlist of the same name with no songs associated with it.
