You can't set it manually, it requires access to the internet server in order to do so. It is currently having trouble connecting; make sure location is set correctly via settings, DNS should be set to automatic (settinga - general - network), ensure port 123 is open on your router. Router needs to be up to date, reboot ATV and router.
Forget the router, to begin with. Hook up the ethernet to your computer, create a wifi network, and enable internet sharing to devices over wifi. Then just log in to the computer's wifi network and let the device update itself and set the time. After that, just put it back on your router's network. If you can do this, don't even bother trying to mess with your router - it's completely unnecessary.
You are reonding to a thread from over a year ago. That can end up being more convoluted and may not even be possible for some users. If there are network issues that can end up extending to streaming performance anyway
