Thanks for the question. I may be able to save you the headache of re-configuring your device without iTunes Match. When I travel outside of the country, I simply turn off “Use Cellular Data” in Settings > iTunes & App Stores. This, along with turning off Cellular Data and Data Roaming should help you accomplish your end goal of ceasing cellular use while out of the country. Any music that you downloaded from iTunes Match prior to leaving the country will still be available for “offline” listening.
By default, when you add an iOS device to iTunes Match, the option to download over a cellular network isn't enabled. To enable downloading over a cellular network for iTunes Match, choose Settings > iTunes & App Stores > Use Cellular Data > On.
