how i can unlock icloud activation lock. i cant activate my phone with icloud activation lock. its safe for everyone who got stolen but its bad news for someone who didnt know and bought the phone with icloud locked.

Sorry, but if you purchased the device 2nd hand, and it still had the previous owner's iCloud account signed on, then you have two options:
1. Follow the instructions in this article and have the previous owner remove their iCloud account: Removing Previous Owner from Device
2. Return it for a refund
