I am trying to help my mom get her Apple ID separate from my stepdad. I set her up with a new id and signed her into iCloud. However now my stepdad is getting her text messages from me and my brother not sure who else yet. Any suggestions?

Settings > Messages > Send & Receive.
Review the email addresses shown and remove those you no longer wish to use.
If your Mom selects "Use your Apple ID for iMessage" that ought to fix it also.
She doesn't have iMessages turned on does that matter
If your Mom isn't using it, it's not a factor.
