I'm not sure if i should buy a 4k display for my macbook pro. So my question is: Has the macbook pro retina 13 inch (late 2013) enough power for an external 4k monitor?

and will it work with a refesh rate of 60hz with os 10.9.3 via mini display port 1.2? can you recommend an external monitor?

MacBook Pro (Retina, 13-inch, Late 2013), OS X Mavericks (10.9.2)

As the OS version you are mentioning has not yet been publicly released, no one here knows if/what it may/may not contain and we are not allowed to discuss it here. The only people who might know are under an NDA and can't discuss it either.
