If you mean you wish to set a home page, no, that's not possible in Safari in iOS. There are other web browsers available in the iTunes Store and some of them certainly allow you to set a home page.

You can tap the box with an arrow, and tap on Bookmark. You can then select Favorites as a location for the Bookmark.

Tap the share icon, tap bookmark, tap favorites, tap back, tap save. Or when available tap the share icon, tap add to home screen.
