Im trying to locate my iPad
but when I access the app "on my macbook" it states all devices are offline. Both my macbook and my iPhone are ONLINE. What could be the problem? Thanks.

Make sure you can access a secure website, such as https://appleid.apple.com. This is required for Find My iPhone/Mac. If you can, but your devices are still listed as offline, you may need to toggle Find My iPhone and Find My Mac off, then back on to get them working again.
