Thank you for the details of the issue you are experiencing with purchasing an app on your iPad. I have a couple of suggestions for this.
First, I recommend quitting all running applications on your iPad and trying to accept the Terms & Conditions again:
- Double-click the Home button.
- Swipe left or right until you have located the app you wish to close.
- Swipe the app's preview up to close it.

If you are still not able to accept the Terms & Conditions, try resetting your iPad:
How to reset
To reset, press and hold both the Sleep/Wake and Home buttons for at least 10 seconds, until you see the Apple logo.
Turn your iOS device off and on (restart) and reset
