My in app purchase cannot be completed, please contact iTunes support for further support.

I have tried making an in app purchase and it will not go through. It says I need to contact iTunes support. Does anyone have any idea how to fix this? I have restarted the app many times, restarted my ipad, checked for updates, reinstalled the app and still no success.

iPad 2, iOS 7.1
