How do I move a movie onto my iCloud?

Movies purchased from the iTunes store are already in iCloud. They can be downloaded from the iTunes store (see http://support.apple.com/kb/ht2519) or streamed from iCloud by playing them in the movies app (if you have iOS 7). You didn't need to purchase additional iCloud storage as they are not stored in your persaonal iCloud account. If you purchased the storage upgrade in the last 15 days and would like a refund, you can contact the Apple online store for your country (1-800-MY-APPLE in the U.S. and Canada).

You are confusing memory on your device with iCloud Storage space. The issue you are having with downloading the movie is that you do not have enough memory on your device to do it. Purchasing more iCloud memory is not going to help you. iCloud memory is used for backups only.

To determine what you might be able to delete on your device in order to make more room for the movie go to Settings>General>Usage, and under the top section (Storage), you will see how many GB you have used and how many are still available. Below that you will see a list of all of your music, photos,apps and how much memory each of them is taking up. You can click on any one of the apps listed, and delete it from that screen. For the music and photos, if you need to reduce the amount of memory used, you will have to go into each individually and remove music or photos.
