Get a AirPrint enabled printer which support Wireless Direct Printing. You can connect directly to the printer's Wi-Fi without a router.

Unfortunately, the only way for the iPad to talk to the printer is thru its Wi-Fi interface. The cellular interface, if your device is so equipped, will not work since the printing can only be done with printers local (same LAN) to the iPad.

I print directly to my Airprint printer by first turning on the printer. Then go to settings> wifi to see if your printer is listed in the available wifi networks. If it is tap to install. Then when you want to print tap the share icon( box with arro w), then print.

Exactly, Bob. But first you have to have Wi-Fi, which the OP does not have yet. The iPad can't talk to the printer thru the cellular network.

So yeah, either get the Wi-Fi going or acquire an AirPrint printer (which will create a pseudo-Wi-Fi environment).

Give it a try. It's called peer to peer and doesn't  need wifi. The printer sends out it's own wifi signal which the iPad can pick up.
