What do you mean by "restarted"? As normally used for electronic gear, it would signify that you turned the device off and then back on, and such an action does not normally remove any content.


If you wiped the iPad, erasing its settings and contents, then your only hope is having a full backup on a computer with iTunes associated to the device, to restore from. If you have an iCloud backup, you might not be able to restore all the contents.


If you stored your photos on the Photo Stream a long time ago, they may have been removed automatically after 30 days, which is how that works. But they would be found in the Camera Roll of the device that took them. See here: http://support.apple.com/kb/HT4486
