I lost access to the computer I originally synced my Ipod Touch 5g with and do not have a back up of that library. When I connected it to a new computer, I backed up my Ipod. If I sync my ipod with that computer and restore the back up, will all the music,apps,books and other data be restored?

Do this:

Syncing to a "New" Computer or replacing a "crashed" Hard Drive: Apple Support Communities

The iPod backup that iTunes makes does not include synced media like apps and music
