So say you have 27 GB of music, do you have to have at least 27 GB of iCloud storage? You then have to pay for both the iMatch service as well as the additional storage space in iCloud. If so that can get to be expensive depending on how much music you have.
No, iTunes Match and your iCloud allowance are separate - the amount of storage that you need for iTunes Match is included in the Match subscription price, you won't need to buy extra iCloud storage for it

Note that iTunes Match is limited by the number of songs - 25,000, not counting any that you purchased from the iTunes Store - not by the amount of storage those tracks take up.
