Thank you for the details of the issue you are experiencing when trying to purchase an item from the iTunes and App Stores. It sounds like you have successfully created your Apple ID, but you will need to configure it to be used with the iTunes and App Stores by updating your billing information and location.
I recommend starting with step 10 in the section titled “Creating an Apple ID on an iPhone, iPad, or iPod touch” in the following article:
Tip: If you are trying to create an account using an existing Apple ID, like your iCloud email address, you will receive a prompt telling you that your email address is already an Apple ID. Simply tap Continue, and then tap Use Existing Account on the following screen.
